A Caution for Keir Starmer drawn from His Own History: Without Boldness on Britain's EU Exit & Europe, Your Party Challengers Shall Be.

Back in 2018, a mere a short phrase to electrify a Labour conference and to show Labour was becoming disillusioned with Jeremy Corbyn. While not exactly soaring oratory, the phrase were greeted with rapturous applause as delegates stood for spontaneous acclamation.

When the noise subsided, Keir Starmer, remained at the lectern, visibly startled. He wasn't really accustomed to his addresses having such an effect. All he had said was: "Nobody is ruling out staying in the EU". But context is everything.

In that darkly divisive time in 2018, straying from the prepared script in this way was always going to be seen as issuing a challenge to the party leader, who sought to prioritize leave supporters in working-class seats over the Europhile sentiments within Labour. With that single address, this grey-suited opposition Brexit spokesman underwent a transformation – if only for a while – into a risk-taker who championed the party's base against a leader he would later replace.

The Shift of Stance & Closed Debates

In the years since, the landscape has shifted, especially for Starmer himself. An early move after taking over from Corbyn in 2020 was declaring the EU question had been settled by the previous year’s national vote. And, at the last one, he repeatedly emphasised unbreakable pledge commitments that ruled out re-entry into the European Union or its core structures.

Similar to Corbyn, the PM's approach has been to pursue Brexit-y voters in key seats, despite survey data indicates many of them have died or changed their minds.

A Lid That Rattles on Europe

However, the tables have turned and the prime minister’s turn to be an embattled Labour leader. And, if EU relations may not be the central crisis of British politics, the cap that has been kept firmly shut for five years is starting to loosen again.

Both Starmer and Rachel Reeves have ramped up their language about the devastation that leaving the EU has inflicted on Britain's economic standing. This serves as an effective tool to criticize Nigel Farage, who seldom discusses how leaving the EU was his primary goal and is still his sole political accomplishment.

Nevertheless, the scale of the damage, reportedly has resulted in a national economy that is significantly diminished compared to EU membership, dwarfs the micro-mitigation so far offered by ministers. Starmer’s so-called re-set deal negotiated with the EU last summer provides gains measured in fractions of a percent.

Cabinet Divergence & Bolder Ideas

The chancellor is among those attempting to bypass entrenched Home Office resistance to an expansive version of a growth-enabling youth mobility scheme by which youths can travel between Britain and Europe for work or study.

The deputy prime minister has pondered publicly about the clear advantages of joining a customs union with the EU, as several Labour backbenchers, including the chair of the powerful finance committee, recently voted for a Liberal Democrat motion on joining one.

While the Europe minister, the minister in charge of UK-EU relations, now present at all cabinet sessions, insists the red lines remain unchanged, there exist avenues these could be bypassed. A proposal involves announce the start of talks immediately on a much bolder deal, to be featured in the following election platform, with implementation only if securing a new electoral mandate.

The Prime Minister's Fundamental Doubts

However, Starmer has most recently damping it all down on the idea cautioning that rejoining a European customs area would “unravel” the trade pacts with the US, which he views as signature achievements of his premiership.

It is understood that the PM’s scepticism go still deeper, stemming from several key concerns.

  1. First, he believes any customs union agreement has been made much harder because his ministers actively diverging from EU regulations across a range of sectors, including the environment.
  2. Second, the exorbitant price demanded from Britain for entry into a European defense initiative and the subsequent collapse in talks has convinced UK negotiators that former EU partners are less interested in cutting special deals with Britain than in demonstrating that leaving the EU was a mistake.
  3. Lastly, America's latest security doctrine, praised by the Kremlin, is viewed by key advisors in Downing Street as a reason for the UK to maintain distance from the EU.

An Alarming Document and Geopolitical Considerations

This strange and concerning document asserts Europe is threatened by “civilizational erasure” due to Muslim migration. It includes only one reference to Britain, placed beside a proposal that Donald Trump’s administration may interfere in our politics to foster the growth of nationalist movements.

However, instead of deciding that this makes America an unreliable partner, ministers is worried that deeper EU integration could upset the global balance by endangering fragile US military support for Ukraine, Nato and much more besides.

Leadership Speculation & The Echo of 2018

This situation returns us to 2018. The PM has consistently stated that address was not a pitch for the leadership but merely an attempt to keep open the possibility of remain being on the ballot paper. In fact, in those days, he still supported a tailored trade agreement similar to the one he currently seems to reject.

Observers within Downing Street note that the Health Secretary, who just about everyone assumes would be a candidate in any leadership election, is part of a clutch of cabinet ministers letting it be known they desire greater ambition on Europe.

Aides to Angela Rayner, another likely contender in a contest for the top job, maintain she refuses to comment on her position on a customs union as it would merely “fuel unnecessary gossip”.

The Clear Risk and A Wise Memory

The risk is clear. If Starmer rules out significant moves towards a close relationship, he allows rivals to occupy the space where most of the party's supporters reside.

It would be wise of him to recall the impact that a short phrase had for him in 2018. There are options for a major proposal on EU relations which the PM ought to consider; he should explore them personally, rather than letting rivals adopt them as their own.
